Galveston LNG Bunker Port, LLC (GLBP), based in Texas, has entered into a strategic Heads of Agreement with TOTE Services, LLC, part of the TOTE Group, marking an important step toward the development and operation of purpose-built LNG bunkering vessels. The collaboration is aimed at expanding access to dependable and scalable LNG bunkering services as demand increases across the greater Houston port region.
Through the agreement, the two companies have outlined an initial framework covering vessel design, construction, and long-term operational arrangements. This structure is intended to allow GLBP to move efficiently toward full project execution as market needs continue to evolve. The partnership is also expected to contribute to the growth of the Jones Act–compliant LNG bunker fleet, strengthening U.S. maritime infrastructure while supporting the wider adoption of lower-emission marine fuels along the Gulf Coast. The project has been designed to allow future integration of bio-LNG and e-LNG, offering customers flexibility as alternative fuel solutions develop.
A key feature of the GLBP initiative is its focus on coastwise LNG transportation within the United States, which requires vessels to be owned, constructed, and crewed domestically. The agreement outlines a pathway toward finalising a charter arrangement for the project’s first LNG bunkering vessel, which is anticipated to enter service by mid-2026. Partnering with TOTE Services, a U.S.-based leader in ship management and vessel construction oversight, highlights a shared objective of advancing LNG as a marine fuel while promoting innovation across the domestic maritime sector.

TOTE Services brings significant operational experience to the agreement, currently managing a fleet that includes four large LNG-powered cargo vessels and two LNG bunker vessels. The company has also completed more than 850 LNG bunkering operations.

GLBP continues to progress toward a Final Investment Decision planned for 2026, following the anticipated receipt of all necessary federal and state permits in 2025. These approvals are expected from regulatory bodies including the U.S. Army Corps of Engineers, the U.S. Coast Guard, the Texas Railroad Commission, and the Texas Commission on Environmental Quality. The company has already awarded engineering, procurement, and construction contracts and is actively advancing commercial offtake discussions.
